I think I get the point of that robot-suit Himawari has: it's a training-device (albeit a rather-suggestive one). Unlike Hinata's suit, which seems to brainwash the wearer to various levels and lock them into protocols and etiquette, the metal dress and the gloves (in addition to the high-heels and stiffness of the standard suit) on Himawari force the wearer to stand with and maintain perfect-posture and balance without the AI's assistance. If they fall, the user has to really concentrate to get back up. Of course, once the wearer has mastered that, outside of those additions (or even outside of the suit), they'd probably really have complete control over the way they move.
